A Safety Circle is a bounded community space inside ChirpNTell, organized around a specific concern such as a neighborhood, a consumer topic, or a category of risk. Members join through their Subscriber ID rather than a public profile, so discussion stays connected to real Subscriber accountability without exposing personal contact information. Circles can reference relevant dockets, share watchlist activity, and surface category-specific alerts, but they remain subject to the same moderation, evidence, and rebuttal standards that govern the rest of the archive. A Circle is a place to organize attention around a shared concern — it is not a separate, unmoderated forum.
